It is impossible to avoid the big issue in the US today (about 25% of the readers of this blog are from outside the US and may not fully appreciate how obsessed American political analysts are with this): the question of whether high-ranking officials in the Bush administration will be indicted today by a federal prosecutor.  So, I asked the I Ching: how should President Bush handle this growing political problem?  And the answer I received was one of those marvelously prescient, remarkably relevant responses.  The oracle foresees Bush rebounding from all of this by the turn of the new year.

      The consultation brought back hexagram 16, "Enthusiasm," with moving lines in the first and fourth positions, tending in the direction of hexagram 24, "Return (The Turning Point)".

    "Enthusiasm" is all about leadership.  It describes a "leading official" who can generally depend upon obedience and respect from his followers and people, but who must summon up his own energy and enthusiasm to respond to the political issues of the moment. He must first be "in sympathy with the spirit of the people and [act] in accord with it."  Bush’s popularity ratings are at the lowest level of his career.  People are tired of the war, the swirling corruption in Washington, and the sense of ineffectiveness of government.  The oracle is saying that Bush must take these concerns seriously and take some decisive action to show that he is attuned to the concerns of the people.

    And the oracle is quite specific about what those decisive actions should be:

The Judgment
Enthusiasm.  It furthers one to install helpers
And to set armies marching.
   

      People will immediately notice the second idea here: "set armies marching."  But the I Ching is not telling Bush to start another war (how perverse!)  Rather, the "armies marching" metaphor is meant to capture the idea of undertaking a grand project, to get back to a constructive agenda of national government.  It is the first suggestion in the Judgment that is more relevant here: "install helpers."  The commentary and the line statements reinforce this point.  In the commentary on the Judgment we find:

...it is enthusiasm that enables us to install helpers for the completion of an undertaking without fear of secret opposition.  It is enthusiasm too that can unify mass movements, as in a war, so that they achieve victory.

    If Bush can maintain his own sense of enthusiasm about leadership and if he installs good helpers, he can overcome the problems he now faces.  It is probably safe to say, given the current circumstances, "installing helpers" means that he will have to fire some people – Mr. Libby, possibly even Mr. Rove (even though that contradicts earlier I Ching predictions here, and analytic conclusions here) – and bring in a new team.  He has to be careful about whom he fires and whom he picks, as the moving line in the first position suggests:

A man in an inferior position has aristocratic connections about which he boasts enthusiastically.  This arrogance inevitably invites misfortune.

    Indeed, it is precisely the problem of arrogant underlings that has gotten Bush into this mess.  Although "aristocratic" might be a bit anachronistic for modern American politics, it can only make one wonder if this is pointing to the Vice President, whose vast political experience makes him seem indispensable.  Maybe he will have to go, after all.

      Whoever winds up losing their jobs, the important thing to keep in mind here is that some sort of personnel change is called for.  If Bush does that resolutely and then articulates a national plan, he may be able to right his foundering ship of state relatively quickly.  The second hexagram, "Return" clearly points to a promising future:

After a time of decay comes the turning point. The powerful light that has been banished returns.  There is movement, but it is not brought about by force…..the transformation of the old becomes easy.  The old is discarded and the new is introduced.

   And this easy and positive return is associated with the seventh month of the old Chinese calender, roughly equivalent to our own late December/early January.

    UPDATE: Hilary, at Answers, makes the very good point that a possible Bush rebound hinges on what he does, especially if he avoids the boasting and arrogance suggested in the first moving line of hexagram 16.  And it looks like he may be falling into this trap.  This story suggests that he is not going to change personnel and that he feels that business as usual is just fine.  Hubris?

    As usual, Sam has provided an appropriate interpretation of the oracle. In support one will provide a wider perspective on the reading to take into account of other areas which the Yi may have indicated to this sincere fellow diviner.
    A Yi reading for the US President calls for caution and humility since it concerns important matters of state. Only the sincere, with the likelihood of Yi answering with Hexagram 22 Bi / Grace (think Confucius), will be called upon to divine such great matters. Reading Yi answers to Sam’s past several questions gave the impression that he fulfills the requirements and has the appropriate qualifications to merit an appointment to such an important post if ever (no presumptions there) one is created in times of trouble and great hesitations on matters of state.
    To add onto Sam’s interpretation of the latest oracle, we shall look at the judgment and the commentary on the decision in Book III and see whether we can derive more meaning from it. The judgment says: “Enthusiasm. It furthers one to install helpers and to set armies marching.” Relevant commentary on the decision: “Because Enthusiasm shows devotion (Kun) to movement (Zhen), heaven and earth are at its side. How much the more then is it possible to install helpers and set armies marching!” “The holy man moves with devotion; therefore fines and punishments become just, and the people obey. Great indeed is the meaning of the time of Enthusiasm.” [W/B 467]
    Therefore with the latest oracle, the Yi is once again advising the President to install the right helpers to restore enthusiasm to the people and his party. No one is above the law (indicated by the first line and the commentary to the decision); justice must be served if enthusiasm is to be aroused. Another matter unresolved is that of the status of FEMA and the gradual development of NO which can show his requisite devotion to the people. Then again it is entirely up to President Bush whether he wants to master his own fate and to bring back enthusiasm for his leadership.

    Hexagram 16 is an interesting response to what I personally think a somewhat disturbing question. It reminds me of the games arm-chair generals play, wondering what if Hitler had recognized the futility of trying to take Stalingrad and simply contained and bypassed the defiant city. Of course, a moment’s thought shows the silliness of such speculation. Ruthlessly crushing all who opposed him was a major component of Der Fuhrer’s psychological makeup, so allowing Stalingrad to stand in defiance was obviously impossibile, even if it was in retrospect the decision he should have made.
    Something similar is at work in Bush number 43. I see nothing in the President’s behavior to date that indicates he is capable of the sorts of changes you and Mr Yi seem to suggest. The desire to put what’s best for the country over his own personal need to surround himself with loyal and trusted advisers just isn’t in him.
    That said, I think that perhaps Bush has installed a “helper” who might shore up his political fortunes: Judge Sam Alito. And indeed, this will set the armies of social conservatives marching, traditionally Bush’s staunchest allies. With the nomination of Harriet Meiers, the President’s core constituency threatened open revolt. Giving the American Taliban the red meat they howled for, in the form of a hyper-conservative judicial activist like Alito, should keep them content for a while and prevent Bush’s poll numbers from plunging into the teens. I am tempted to say that the warning of line 1 applies to poor Harriet. When she was seen gushing over the President, saying he was the most brilliant man she’d ever known, I think a lot of alarm bells went ringing, even among her nominal supporters.
    But I also see a different interpretation of Hex 16, one half in agreement with your own. Let’s say that you’re correct and along with Scooter Libby, a politically savvy Bush should also throw Cheney and perhaps a few others overboard in the interest of making a clean start. This would enrage the War Party, since the Vice President and those around him were the principal architects of the war in Iraq and the war on some forms of terror. If Bush then followed through on his military threats against Syria or Iran, I think that among those who share his imperial vision for America, he would be once again transformed into the hero he imagines himself to be: tough, brave, a man of action. The media loved Bush the hero, conqueror of Iraq, so I think they might eagerly play along in exchange for exclusive footage and a few choice embeds.
    You say that the Yi suggesting another war would be “perverse”, but I say Bush’s presidency has been nothing if not perverse, an aberration in the history of this country. State sanctioned torture, “extraordinary rendition”, rampant cronyism and corruption, the suspension of habeus corpus and potentially posse comitatus as well, unabashed militarism and a unilateral war of choice in defiance of our closest allies: the list is nigh endless. My only question is what is meant by Hexagram 24. To what shall we return, Bush’s halcyon days of “Mission Accomplished”, or to the values and rule of law that once made this great nation a beacon of justice and freedom in a dark and troubled world?

    Interesting. I got this same reading some time ago when asking about the motivations of a particularly treacherous individual. I wanted to know why it was so important to him to cling to a person (through whatever means necessary) who didn’t seem all that interested in what he had to offer.

    From experience, it proves not easy to interpret oracles concerning charismatic world or local leaders as some lead charmed lives (think Bill Clinton and Dr Mahathir Mohamed). Perhaps they became leaders not only from their own efforts.
    After pondering on Yi’s pronouncements, we record down our interpretations and wait for the unfolding of events. Since two lines are changing in this oracle, it depicts time too. Therefore only from the unfolding of events, can we really tell whether the interpretations were indeed correct or wrong, and learn from mistakes, if any.
    Then again, sincerity is of utmost importance in such divinations. The reason why one can rely on oracles given to Sam.

    I don’t doubt Sam’s sincerity at all, really. There is something almost poignant in posing such a question about such a leader in such parlous times. His inquiry speaks of – I don’t know – a certain innocence, one I no longer possess when contemplating politics and our nation’s leaders and that is an indictment of me far more than it is of Sam.
    As for the charmed lives of actors on the world’s state, in Bush’s case, I’m reminded of Ch 73 of the Daodejing:

    Courage to dare kills,
    Courage not to dare saves.
    One brings profit, one brings harm.
    What Heaven loathes —
    Who knows it’s reason?
    Even the Sage finds it difficult.

    Consequently, I don’t think there’s a “magic bullet” that will save Bush’s presidency. Time will tell if it’s all just wishful thinking on my part.

    This is a great comment stream. Just for matters of clarification: I do appreciate Allan’s trust in my sincerity. I try to be sincere. But I am not a political innocent. I was raised, intellectually, in a rather hard-bitten, cynical world of political analysts. My own personal politics are fairly close to Michael’s. But I have learned, rather painfully since 1980, that what I want to happen in politics is not necessarily what will happen. It doesn’t really matter that I would like the rising scandals to bring Bush down. Rather, what matters, is how larger political forces (public opinion, international events, economic conditions, even natural disasters) combine and produce particular outcomes. When we look into the future we cannot see all of these forces and how they might come together. The Yi gives us some suggestions. And if the Yi suggests that there are certain things Bush can do to save himself from the current mess, then I, for one, am willing to take that possibility seriously, even if it pushes against my own political calculations and desires. Whatever happens, the Yi is always interesting and thought-provoking.

    Sam, I think you raise a good point, that the possibility of Bush extricating himself from his current troubles is something we should take seriously, regardless of whether that agrees with our own political hopes and leanings. I have been reminded of this by several commentators over the past few weeks. Those of us who disagree with the direction this administration has moved the country might like nothing more than to see the Bush presidency end in failure. But whether we agree with the man or not, he is still the leader of the United States and his failure is also our own, with real-world political and economic consequences affecting the citizens of this country and the rest of the world.
    If Bush’s difficulties prevent him and his party from governing effectively, then one of the larger and more powerful nations will be left essentially rudderless, at least for the near future, and incapable of responding adequately to the many challenges we face both at home and abroad. This is not good. Schaudenfreude is a real temptation here and I’m as prone to indulge as the next fellow. It’s easy to do when you feel that your side has been losing and on the defensive for far too long. But again, I am reminded of something in the Daodejing – Ch 69:

    There is no disaster greater than
    Contempt for the enemy.
    Contempt for the enemy —
    What a treasure is lost!
    Therefore,
    When the fighting gets hot,
    Those who grieve will conquer.

    We all seem to agree that US President Bush needs to learn his lessons well for the good of his country and the people. Perhaps the easy is shown by the Yi to return to the Light by way of Hexagram 24 Fu / Return. When someone has gone astray, he needs to return to the path. Either that or he may have to learn through the hard way after the house collapses – Hexagram 23 Bo / Splitting Apart.
    The image of hexagram 23 often comes to mind when reading Yi’s answers to Sam on matters of state in the US. Without any indication of Bo, things could be on the mend.
    That said, one recalls an oracle indicating Splitting Apart given to another sincere diviner just before last year’s US presidential elections. Although his reading of the winning candidate was incorrect at the time, the Yi could be foretelling about subsequent events; as a previous oracle given to him took years to unfold.
    Therefore it is unwise to jump the gun so to speak, since we never know until the Yi tell us exactly what Heaven has in store for the incumbent US President and the United States of America.
    In my previous post, the last paragraph was to address ‘No mind’ on the matter of sincerity. If my perception is correct, ‘No mind’ probably has reached that state, two years ago. The next challenge is (for her) to interpret the reliable oracles.

    Re-read the question. It wasn’t, “Will Bush be able to handle this problem?”, but
    “How should Bush handle this growing political problem?”
    Answer:
    “16. Enthusiasm. It furthers one to install helpers
    And to set armies marching.
    16.1 Enthusiasm that expresses itself
    Brings misfortune.
    A man in an inferior position has aristocratic
    connections about which he boasts
    enthusiastically. This arrogance inevitably
    invites misfortune. Enthusiasm should never
    be an egotistical emotion; it is only justified
    when it is a general feeling that unites one
    with others.
    16.4 The source of enthusiasm.
    He achieves great things.
    Doubt not.
    You gather friends aroung you
    As a hair clasp gathers the hair.”

    Hexagram 16 just tells HOW Bush can generate some enthusiasm. It doesn’t say he necessarily will. It suggests if he appoints some able helpers and has some success with his war efforts that could turn things around for him.
    16.1 This could be refering to those people in Bush’s cabinet that thought they could do anything because they were friends of the President. (It could also refer to Bush’s main voter base, the “rednecks” who feel Americans can do whatever they want and who support Bush because he appeals to these baser instincts. Perhaps it even refers to Bush’s own hubris that encourages him to believe because he is President he can do whatever) Anyway, the IC clearly states here that these values will undermine the Enthusiasm potential.
    16.4 Certainly seems to discribe Bush and his ability to inspire enthusiasm. And it notes his well documented preferance for working with friends.
    Second Hexagram 24 Return suggests that IF Bush can reign in (or replace) those who’s behavior seems to reflect his own worst character flaws – specifically arrogance – there is a real possibility for a Return of success.
    The next question now is, will he do it?
