The growing tragedy in New Orleans has absorbed my attention of late; so, I asked the I Ching: what can we expect there in the coming months.  The oracle brought back one of the most significant hexagrams, "The Receptive."  When I looked at the reading as a whole, the message, in short, seems to be: if we avoid factional infighting and enact policies that are suited to the natural circumstances, then New Orleans with gradually recover.  That may not seem like an earth-shattering insight, but there was some reassurance there, and some interesting details….

     First, the whole reading was, Hexagram 2, "The Receptive," which is made up of all broken or yin lines, with three pure yin lines in the third, fifth and sixth positions, thus tending in the direction of Hexagram 53, "Development (Gradual Progress)."

     The Receptive signifies the earth, nature, female and a subordinate political position (yes, ancient China equated female and subordination).  This symbol seems an apt description of the terrible flood that broke the levees in New Orleans: nature rebelled, it resisted the constraint of the dams and rose up to subdue its controllers.  Water, too, is an element of the symbolic ensemble here: water seeks low places, it is soft and pliable and, in many circumstances, subordinate in that it takes the shape of its surroundings.

     The hexagram does more than simply describe a vast flood.  It also tells us how to go about putting life back together again in difficult conditions.  Perseverance is, unsurprisingly, called for, but of a special kind:

Furthering through the perseverance of a mare.
If the superior man undertakes something and tries to lead

He goes astray;
But if he follows, he finds guidance.

     The mare is rooted in the earth; thus, the kind of leadership needed is one that carefully follows conditions as they exist.  Abstract and preconceived plans unrelated to the specific environment as inappropriate.  This sounds about right when we are talking about rebuilding a complex system of dikes and levees.  But it is more than that.  The commentary continues:

Since there is something to be accomplished, we need friends and helpers in the hour of toil and effort, once the ideas to be realized are finally set.

    So, those charged with the reconstruction must not place themselves out in front of the process; they must seek helpers and accept guidance from others.  The pure yin lines reinforce this idea.

     The moving lines in the third and fifth positions both suggest modesty and reserve on the part of leaders, subordinating themselves, as it were, to the situation at hand.  But the pure line in the sixth position warns against hubris and contention:

Dragons fight in the meadow.
Their blood is black and yellow.

    This is an ill omen, implying that political or factional infighting could bring harm to all.  Can federal and local officials find a way to avoid conflict and follow where the necessary job of reconstruction leads them?  If they don’t, the city may suffer. 

     But the I Ching is ultimately optimistic.  If the situation is moving in the direction of hexagram 53, "Development (Gradual Progress)," then rebuilding New Orleans will likely turn out well.  One of the images here is of a tree growing on a mountainside:

The tree on the mountain is visible from afar, and its development influences the landscape of the entire region.  It does not shoot up like a swamp plant; its growth proceeds gradually. 

     Of course, in the Delta the tree will rise up from the swamp.  But if it is carefully nurtured and allowed to grow slowly and steadily, good fortune will follow.

    Hi!
    The Yi has given an apt answer to your question and provided an advice to the Mayor of New Orleans whom one considers a Da Ren (Great Man) because of his benevolent acts for the people when handling the human crisis there which includes remonstrating with the Federal government for urgent aid.
    That said he should now follow guidance from the federal government and reports to the US President for rebuilding of his devastated city; for they are currently providing aid and guidance. It is all for the good of the people in New Orleans. Also as depicted by Hexagram 2, the rebuilding could start in November or December (?).
    After enriching the people (through rebuilding and bringing back commerce to the city), it may be time to gradually educate them in both courtesy (Li) and wisdom (Zhi) for moral development?

    Thanks for the comment Allan. Yes, the Yi may be speaking to the Mayor. And, perhaps, he should avoid any large-scale plans drafted by Washington which may be out of touch with local conditions in New Orleans. Tragically, up to this point, Washington has been very much out of touch with the people of NO.

    Perhaps, the US President could have been misinformed by his people in the capital? Therefore it is not an easy task ahead for the Mayor for he must possess inner strength, weight of character, and breadth of view to carry the world before him (The Image).

    I wonder if there are impolications here for other Da Ren: the Governor of Louisiana; the head of FEMA; the head of Homeland Security, etc. One key problem seems to be sorting out who is in the “subordinate” position.

    You have raised an interesting question. Hopefully what is discussed will not be used for political reasons or turned your blog into a political arena. This is my simple understanding of the prognostication in relation to your question on who is in the ‘subordinate’ position.
    Yi answered your consultation with Kun and three changing lines; the third, fifth and sixth. Let us assume the third line represents the Mayor. He then reports to the Governor represented by the fifth line. The sixth line is the sage or adviser which means either the head of Federal Emergency Management Authority (FEMA) or the Secretary of Homeland Security. Since FEMA has been absorbed into Homeland Security therefore the Secretary is considered the sage or adviser.
    The President can be considered the real dragon in Qian and had already declared a Federal disaster in Louisiana and Mississippi when Hurricane Katrina struck a week ago. He also called for and signed a 10.5 billion dollars bill to alleviate the disaster areas.
    As one understands it, FEMA has teams to help on state or federal emergencies and Homeland Security could call in the National Guards and Coast Guards anytime to rescue and protect the people. But both the words of the head of FEMA and the Homeland Secretary had belied their deeds in the delayed mission to rescue and protect the destitute and desperate people of NO. The cavalry never came, so to speak, and the people were left alone to fend for themselves without food, water and lawful protection for several days. Therefore to me, by their words and deeds, these Da Ren had turned into Xiao Ren instead.
    The world took notice when the Mayor remonstrated on TV about the plight of his people. This Da Ren did his best and needed urgent federal help, expected but never came. As indicated by the Yi, his friends were in the South and West (probably the Governor and other leaders), and not in the East and North (the ministers and the President)? The Mayor’s call for help reached the whole world. The people are currently being rescued, taken care of and safeguarded. Now he has to sincerely and humbly serve his beloved people of NO as before. And let the false and real dragons fight their battles.

    Brilliant! Your alignment of the various Da Ren with the various pure yin lines yields a marvelous interpretation. And then you are able to tie in the South/West and North/East symbolism. Great. But here is one more question: the commentary on the pure yin line in the sixth position speaks of a genuine dragon, who you suggest is the President, and a false dragon, which your interpretation suggests is the Secretary of Homeland Security. Is that Secretary fighting too much? And if he contiues to fight, is that the location of the political factionalism that could be fatal to the reconstruction effort?

    This is my simple understanding of the top line and an attempt to answer your questions on the Secretary and the rebuilding of NO.
    Kun relates to humanity and the masses. The doubling of the trigram Kun means people above people – forming a hierarchy. Another attribute of the trigram is that of sincerity. Therefore leaders all the way up to ministers rule by serving the people with sincerity. Kun is represented by the mare. And these leaders or Da Ren receive their guidance or orders from Hexagram 1 Qian / The Creative (therefore the President is the real dragon – in ancient times, the King). Following the guidance, in this case the President’s declaration of a National disaster when Hurricane Katrina struck a week ago, the Da Ren – the Secretary of Homeland Security and his ‘subordinate’, the head of FEMA – could have saved many more human lives, protected them from harm and alleviated their misery earlier, if they had acted promptly. An undue delay without valid reasons shows ‘insubordination’, so to speak, and their insincerity in the rescue and protection of those left destitute. Probably they have forgotten that they are not the real ruler, but a false dragon as depicted in the top line of Kun.
    With much bad blood splattered around in the form of shifting responsibilities and throwing accusations in full public view by the ministers and local authorities, it will be difficult for them to work together towards rebuilding NO. However it is important for both the Mayor and Governor to sincerely and humbly work with the appointed Federal ministers to rebuild the devastated areas. If not, they can also progress up to the top line of Kun and just like the Secretary, become far removed from serving the local people well. For an efficient and effective rebuilding of NO, perhaps, someone occupying the top line has to go, replaced or shunted aside. Who that someone is will be for the real dragon, the President to decide. There could be a fight on his hands with the false dragon (a struggle between light and darkness), but we already know the outcome of that battle.
    Rests assure, for if each Da Ren involved acts with sincerity, the rebuilding could start by November or the first week of December 2005 and progress gradually thereafter.
